What to do and where to stay on a budget in Shanghai?

Kindly sit at the 4th floor of IFC Mall on the terrace, right in the heart of Pudong Skyline as the three giant towers glitter. A stunning view. Kindly go to the 101st floor of SWFC observatory. They give you coupons so you can avail discounts on food and drinks.
